You just need to paint up lots of heroes for the new system.

Am already on it! Have another captain, Lurtz and a shaman waiting for some attention.

I also worked out that if I were to include 1/3 orcs (spearmen) then I should be able to fit 5 warbands into 1000pts.

Next batch; Uruk Hai captain w/ shield, Uruk Hai banner bearer and 10 Uruk Hai warriors.

Think i'll add in the rest of my captains/heroes this way, otherwise it feels a bit weird going from batch painting ~20 figures a time to suddenly doing about 3 at once!

Taking the captain's a shield from an old broken Uruk Hai also got me thinking. I know it is possible to strip paint off metals, but does anyone know if it is also possible to strip paint off plastic figures? I have about 20 assorted warriors (some broken) from a long time ago, would save money if I could somehow reuse a few of them.

Simple Green. It's a cleaning product. I've used it to clean plastic and metal figures. Not as efficient as some of the more casutic cleaners, but it doesn't eat plastic.

I use nail varnish remover for metals and plastics.
For metals, I dunk the whole model in the nail varnish remover, leave it for a while before scrubbing at it with a tooth brush.
For plastic, I dip the tooth brush in the nail varnish remover (making sure not to have to much on there), before scrubbing the model with the tooth brush, dipping the brush in again occasionally. For models with thicker paint, you can afford to leave more nail varnish remover on the brush. Although, as Hixont says, Simple Green is probably better.
